# MATSOR

Autonomous marine surveillance for the Baltic Sea.

Monitoring And Tracking System for Offshore Risks, developed by EHM Precision for Vinnova's Baltic Marine Watchdog Challenge.

*Concept view of the finished vessel: radar, lidar and cameras on the aft mast, the stabilised zoom and thermal camera in front of them.*

## The problem

Power cables, data cables and gas pipelines on the Baltic seabed connect whole countries. Recent incidents, with anchors dragged across the seabed, showed how hard it is to see such damage coming and to prove afterwards who caused it. Crewed patrols are costly and cannot be everywhere, satellites pass over only now and then, and a vessel can switch off or fake its AIS signal.

## The solution

MATSOR is an uncrewed surface vessel that patrols a defined sea area on its own. It detects, identifies and tracks vessels and underwater objects, flags anything unusual to a human operator ashore and records it as evidence.

- **Platform:** a 6.9 m foam-filled HDPE workboat built in Estonia, practically unsinkable, with a drive-by-wire outboard. While it watches an area, the engine can be off and the electronics run silently from batteries.
- **Sensors:** radar, lidar, 360° day and thermal cameras and a stabilised zoom and thermal camera watch above the water, and AIS identifies cooperating vessels. A forward-looking sonar and a side-scan sonar watch below the surface.
- **Intelligence on board:** all sensor data is fused on the vessel into one picture, so MATSOR keeps working when the data link drops. It flags dark vessels, false AIS identities, loitering over cables, anchor dragging, underwater contacts and oil spills.
- **Navigation under jamming:** Galileo with anti-spoofing authentication, backed by inertial, sonar, radar and celestial navigation when satellite positioning is jammed or faked.
- **Human in control:** watching and tracking run on their own. Every active step, from approaching a vessel to warning it or calling the authorities, waits for the operator. A hardware kill switch, independent of the computers, can always stop the vessel.
- **European supply chain:** components are European-made wherever possible, with emphasis on the EU.
- **Connected:** 4G/5G near shore and Eutelsat OneWeb satellite offshore, moving to the EU's IRIS² network once it is in service. A remotely controlled marine VHF radio lets the operator talk to vessels directly.

## Why it matters

- **Persistent presence:** an uncrewed vessel can patrol day and night, in fog and darkness, without putting a crew at sea.
- **Evidence, not just alerts:** every detection and decision is logged with time, position and sensor data, so incidents can be investigated and attributed.
- **Built for a contested sea:** MATSOR keeps navigating when GNSS is jammed or spoofed, and checks what vessels claim over AIS against what its own sensors see.
- **Predictable by design:** a strict priority order based on Asimov's three laws of robotics: protect people first, then obey the operator, then protect the vessel.

## Status

MATSOR is at concept stage. Our application to the Baltic Marine Watchdog Challenge, a pre-commercial procurement run by Vinnova, Sweden's innovation agency, will be submitted in December 2026. If selected, we build MATSOR and demonstrate it at sea in 2027: first patrolling a busy traffic area and tracking a given vessel, then finding and tracking unannounced surface and underwater targets. The on-board software is developed and tested in simulation first.

## About EHM Precision

EHM Precision OÜ is a privately owned Estonian company founded in 2017, based in Harju County near Tallinn. The MATSOR team combines mechanical engineering and product development with robotics, machine vision and autonomy.

- **Eerik-Hannes Matsina**, project manager and system integration: MSc in product development and production engineering (TalTech), engineer in rail rolling stock and university lecturer leading applied R&D projects for industry.
- **Nikita Sorgin**, robotics, perception and autonomy lead: builds vision-guided robot systems and thermal-camera detection systems, with ROS 2, sensor fusion and embedded firmware.'
